SAN BERNARDINO COUNTY – On May 23, 2022, the San Bernardino County District Attorney’s Office filed several felony charges of child abuse and torture against Fernando Mendez Inzunza (36) and Jessica Salas-Ruiz (26) both of Rialto, California. It is alleged that both Inzunza and Salas-Ruiz abused and tortured four of the five children in their care, with ages ranging from 11-17 years-old over the course of the last nine years.  

The initial report of abuse was taken by Barstow Police Department, which originated from a family member whom the children were visiting. Once investigators determined the abuse took place in Rialto, the investigation was turned over to Rialto Police Department.

Rialto Police Department conducted an extensive investigation which led to our Office filing the following charges;

Four felony counts against Fernando Inzunza, which include two counts of PC 206-Torture, and two counts of PC 273a(a)-Child Abuse under circumstance or conditions likely to cause great bodily injury or death.

Four counts against Jessica Salas Ruiz for felony PC 273a(a)-Child Abuse under circumstance or conditions likely to cause great bodily injury or death.

At this time both defendants are in custody, with bail set at $750,000.00 each.

A preliminary hearing is set for 8:30am June 7, 2022 at the Rancho Cucamonga Courthouse, department R19.
