The San Bernardino County District Attorney’s Office has filed charges against Chelsea Daniell Miranda (Age 28 of Needles) and Travis Banks Hunter (Age 46 of Needles) for child abuse and other crimes in Needles.


CASE SYNOPSIS

On Wednesday, April 14, 2021, deputies from the San Bernardino County Sheriff’s Department responded to the 400 block of North K St. in Needles to execute a search warrant. During the investigation, Chelsea Daniell Miranda and Travis Banks Hunter were arrested.

After reviewing this case, our office has filed charges against Ms. Miranda for violating the following sections of the Health and Safety Code and California Penal Code:

Health and Safety Code Section 11351 – Possession For Sale Of A Controlled Substance (Felony)
Except as otherwise provided in this division, every person who possesses for sale or purchases for purposes of sale (1) any controlled substance specified in subdivision (b), (c), or (e) of Section 11054, specified in paragraph (14), (15), or (20) of subdivision (d) of Section 11054, or specified in subdivision (b) or (c) of Section 11055, or specified in subdivision (h) of Section 11056, or (2) any controlled substance classified in Schedule III, IV, or V which is a narcotic drug, shall be punished by imprisonment pursuant to subdivision (h) of Section 1170 of the Penal Code for two, three, or four years.

Penal Code Section 273a(a) – Child Abuse Under Circumstances Or Conditions Likely To Cause GBI Or Death (Felony)
Any person who, under circumstances or conditions likely to produce great bodily harm or death, willfully causes or permits any child to suffer, or inflicts thereon unjustifiable physical pain or mental suffering, or having the care or custody of any child, willfully causes or permits the person or health of that child to be injured, or willfully causes or permits that child to be placed in a situation where his or her person or health is endangered, shall be punished by imprisonment in a county jail not exceeding one year, or in the state prison for two, four, or six years.

Our office has filed charges against Mr. Hunter for violating the following sections of the Health and Safety Code and California Penal Code:

Health and Safety Code Section 11351 – Possession For Sale Of A Controlled Substance (Felony)
Except as otherwise provided in this division, every person who possesses for sale or purchases for purposes of sale (1) any controlled substance specified in subdivision (b), (c), or (e) of Section 11054, specified in paragraph (14), (15), or (20) of subdivision (d) of Section 11054, or specified in subdivision (b) or (c) of Section 11055, or specified in subdivision (h) of Section 11056, or (2) any controlled substance classified in Schedule III, IV, or V which is a narcotic drug, shall be punished by imprisonment pursuant to subdivision (h) of Section 1170 of the Penal Code for two, three, or four years.

Penal Code Section 18715(a)(1) – Possession Of Destructive Device On A Public Street Or Highway (Felony)
Every person who recklessly or maliciously has in possession any destructive device or any explosive in any of the following places is guilty of a felony:
(1) On a public street or highway.

Penal Code Section 22610(a) – Unlawful Possession Of A Stun Gun (Misdemeanor)
Notwithstanding any other provision of law, any person may purchase, possess, or use a stun gun, subject to the following requirements:
(a) No person convicted of a felony or any crime involving an assault under the laws of the United States, the State of California, or any other state, government, or country, or convicted of misuse of a stun gun under Section 244.5, shall purchase, possess, or use any stun gun.
